State Great Khural Discusses Mongolia’s Five-Year Development Guidelines for 2021-2025

Ulaanbaatar, April 1, 2025 /MONTSAME/. During the regular session of the State Great Khural (Parliament) of Mongolia on March 31, 2025, the 2024 Performance Report of the Mongolian Government's 2024-2028 Action Plan and the Five-Year Development Guidelines for 2021-2025 were discussed. 


According to the Law on Parliamentary Procedure, the plenary session of the State Great Khural of Mongolia, upon reviewing the reports, may decide that a resolution is necessary on matters stipulated in the Law on Oversight of the State Great Khural of Mongolia and instruct the relevant Standing Committee accordingly. The Standing Committee will then draft the resolution and present it at the plenary session, with the Parliament required to approve the resolution by April 1, 2025.  In line with this procedure, discussions on the reports commenced during the plenary session on March 28, 2025, where Members of Parliament raised questions, shared opinions, and expressed their positions. Member of Parliament Chinburen Jigjidsuren inquired about the lack of alignment between Mongolia’s long-term, medium-term, and short-term development plans, while Member of Parliament Shijir Ulziikhuu highlighted discrepancies in the evaluations of oversight bodies. Member of Parliament Ochirbat Ganbat emphasized the need for better coordination among laws and resolutions and proposed expanding and strengthening the Mongolian National Audit Office.


Additionally, Member of Parliament Tuvshin Banzragch stressed the importance of defining clear criteria for development planning, reporting, and assessment, suggesting the development of a system that integrates both traditional nomadic livestock farming and modern agricultural enterprises into the economy. MP Tuvshin Banzragch also underscored the need to leverage Mongolia’s coal reserves to establish a more robust manufacturing sector. Meanwhile, Member of Parliament Batlut Damba warned against neglecting smaller objectives in the pursuit of broader human development goals.


With these discussions, the Parliament of Mongolia concluded its review of the Five-Year Development Guidelines for 2021–2025, the 2024 Performance Report of the Government’s 2024–2028 Action Plan, and the 2024 Performance Report of the National Development Plan of Mongolia. At the end of the regular session, Members of Parliament reviewed the final revisions to the related laws and resolutions.
