Amarbayasgalan Dashzegve: The Practice of Repeatedly Proposing Procedural Motions and Re-Voting Will Be Terminated

Ulaanbaatar, April 15, 2025 /MONTSAME/. At the plenary session of the State Great Khural (Parliament) of Mongolia held on April 11, 2025, Chairman of the State Great Khural Amarbayasgalan Dashzegve called Members of Parliament for actively and responsibly participating in parliamentary proceedings and presented a decision made by the Council under the Chairman of the State Great Khural.


Speaker Amarbayasgalan remarked, “Given that the number of questions and the duration allotted for questions posed by Members, whether affiliated with a parliamentary group or not, is clearly defined, the Parliament will henceforth adhere to the principle of convening sessions with set duration. For instance, the Thursday morning plenary session shall commence at 10:00 am and conclude between 11:00 and 12:00 pm, based on the agenda. The start, continuation, and conclusion times of the afternoon session shall also be clearly announced. It has become a common practice for Members who have registered on the list to propose motions to leave the chamber midway through the session. Moving forward, as session times will be clearly defined, Members will be expected to remain in the chamber and participate in discussions actively and responsibly. If a Member who has registered to speak or ask a question leaves the session for more than five minutes, the Member's name shall be removed from the list.”


Furthermore, in response to criticism from citizens and the public, and with the aim of ensuring the accountability of the State Great Khural, the practice of repeatedly proposing procedural motions and conducting repeated votes on certain issues will be discontinued. Speaker Amarbayasgalan emphasized that if Members of Parliament approve a given issue, a decision must be carried out accordingly. Reminding Members of their duty to engage meaningfully in all matters deliberated by the State Great Khural, the Speaker noted, “Every Member must approach all matters discussed by Parliament with active engagement and a strong sense of responsibility. The public expects the Parliament of Mongolia to make decisions that are in the best interest of citizens.”
