Monitoring, Information System for Pasturland Conditions to be Developed

Ulaanbaatar, December 23, 2025 /MONTSAME/. The General Authority for Land Administration, Geodesy and Cartography (GALAGC) signed a Memorandum of Understanding (MoU) with the UN Development Programme (UNDP) Mongolia on December 22, 2025.
Within the framework of this MoU, initial activities are
being launched to develop digital tools for monitoring and reporting on the
condition of pastureland, enhance public and private sector access to open
data, and create opportunities to analyze data and share the results. The
parties have agreed to establish a foundation for implementing various
collaborative activities in the future.
Through this cooperation, the parties have agreed to carry
out the following activities and achieve tangible results:
• Jointly compile and analyze current data on the condition
of pastureland and develop an electronic monitoring tool for the condition of pastureland;
• Further develop and expand the existing “Belcheer” photo monitoring
application for users, enabling herders, primary herder associations, and
cooperatives to submit pastureland condition data and photographs;
• Organize necessary training and capacity-building activities for officials of
the GALAGC and its affiliated institutions.
The GALAGC will provide the necessary system access,
relevant data, and technical infrastructure to support the transfer and further
development of results from an artificial intelligence- and machine
learning-based digital system for monitoring and reporting pastureland
conditions into the “Belcheer” application.
As the United Nations lead agency on international
development, the United Nations Development Programme (UNDP) works in nearly
170 countries and territories, including Mongolia, helping the country to
develop policies, leadership skills, partnering abilities, and institutional
capabilities, and build resilience in order to sustain development results. It
began cooperation with the Government of Mongolia in 1976 and has since
continued to provide support in achieving the country’s national development
priorities.

Ulaanbaatar
