UN Resolution on Preventing, Combating Corruption Adopted

Ulaanbaatar, December 25, 2025 /MONTSAME/. Mongolia, together with Albania, Ghana, and Norway, successfully initiated and secured the adoption by consensus on December 19, 2025, of the United Nations resolution entitled “Preventing and Combating Corruption by Enhancing Transparency in the Financing of Political Parties, Candidates and Electoral Campaigns.”
The resolution was adopted with the support of all 192 member states of the Convention.
The resolution was considered and adopted at the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption, held in Doha, the State of Qatar, from December 15 to 19, 2025, with more than 60 countries joining as co-sponsors.
This resolution is of particular significance as it is the first United Nations resolution within the framework of the UN Convention against Corruption to specifically address the issue of transparency in political financing. Through this resolution, the fundamental principle of the Convention that “citizens have the right to know who finances political and electoral processes and how” has been firmly reinforced at the international level.
State Secretary of the Ministry of Foreign Affairs Munkhtushig Lkhanaajav, who led the Mongolian delegation to the conference, addressed the plenary session on behalf of the co-sponsoring countries after the resolution's adoption. He emphasized that the joint initiation and adoption of this resolution by countries representing different continents, legal traditions, and political systems serves as a concrete example of multilateral cooperation, demonstrating that even complex issues can be resolved through consensus. He further expressed Mongolia's commitment to active collaboration with countries, international organizations, and civil society organizations to ensure the effective implementation of the resolution.
Initiating and securing the adoption of this resolution is part of the work performed by the Government of Mongolia to improve the legal environment within the framework of measures to strengthen social justice and combat corruption and crimes of official misconduct, and to implement recommendations from the international organization "Transparency International" regarding factors influencing Mongolia’s Corruption Perception Index.
Increasing the transparency of financing for political parties, candidates, and election campaigns is a critical component of the anti-corruption fight - not only for Mongolia but globally - and serves as an essential criterion for protecting democracy and ensuring human rights.
For Mongolia, this resolution will support domestic legal and institutional reforms aimed at strengthening political financing transparency, reducing corruption risks, and increasing public trust in the state at the international level, while enhancing opportunities to receive technical assistance from the UN and relevant international organizations to ensure future implementation.
