Ministry of Digital Development and JICA to Cooperate in Cybersecurity

Ulaanbaatar, January 19 /MONTSAME/. On January 19, Minister of Digital Development and Communications N. Uchral met with the delegation of the Japan International Cooperation Agency (JICA), led by Chief Representative Tanaka Shinichi.


During the meeting, the parties emphasized the successful organization of the 50th anniversary of the diplomatic relations between Mongolia and Japan. Particularly, the jointly organized discussion themed “Artificial Intelligence in Japan and its development” was high of significance.


JICA is implementing the Project for Development of Human Resources in Cybersecurity and Related Advanced ICT, in cooperation with the Ministry of Digital Development and Communications (MDDC), the Mongolian University of Science and Technology, and the National Academy of Governance from December 2022 through December 2025. In the framework of this project, specialists from Japan will come to Mongolia, conduct a baseline study on the country’s cybersecurity cooperation and knowledge of government officials, and prepare specialized training programs, starting from this January.


According to the project documents, the Ministry of Digital Development and Communications is obliged to assign key personnel to this project. To this extent, the Deputy Minister and the Chief in charge of Cybersecurity of the MDDC are appointed as a Director and a Vice Director of the project, respectively. During the project implementation period, the Mongolian side will be responsible for providing the project team and JICA’s experts with classrooms for training, an office, and other required equipment.

Minister of Digital Development and Communications N. Uchral said “We are working on establishing the Public Center for fighting against cyberattacks, according to the Law on Cybersecurity” and asked the Japanese side to help on matters with regard to contact with Japanese CERT teams, and promote best practices of Japan and other regions’ cybersecurity preventions to Mongolia. He also expressed his kind request to Japanese delegations to support the registration process of international associations, such as  FIRST.org and APCERT, after the establishment of the anti-cyberattack team.


Chief representative of JICA Mongolia Tanaka Shinichi expressed his aspiration to advance the cooperation to a new level and willingness to cooperate on establishing the Public Center for fighting against cyberattacks and exchanging information and experiences between the two sides.
