Researchers Hold Discussion on Strengthening Democratic Constitutional Governance

Ulaanbaatar, September 23, 2025 /MONTSAME/. An international academic conference titled “Strengthening Democratic Constitutional Governance: Exploring the Role of Fourth Branch Institutions in the Protection of Fundamental Rights” opened on September 22, 2025, under the auspices of the Chairman of the State Great Khural (Parliament) of Mongolia, marking the 35th anniversary of the Permanent Parliament in Mongolia.


Member of Parliament and Chair of the Standing Committee on Legal Affairs, Tsogtbaatar Damdin, in his opening remarks, emphasized that legal oversight institutions—particularly the judiciary, the National Audit Office, the Independent Authority Against Corruption, the National Human Rights Commission, and the General Election Commission—play an essential role in safeguarding democracy. Preserving the independence of these institutions, he said, is vital to advancing democracy and strengthening its resilience. At the same time, he underscored the need to ensure that such oversight does not overreach its mandate and remains focused on protecting citizens’ rights. The Chair noted that the conference should not remain a purely theoretical exercise but serve as a platform for countries to share practical experiences.


The event brings together scholars and researchers from Mongolia, the United States, the Federal Republic of Germany, the Italian Republic, the Republic of India, the Socialist Republic of Vietnam, the Republic of Serbia, Japan, the United Kingdom, the Kingdom of Spain, and the Kingdom of the Netherlands, as well as representatives of international organizations. Discussions focus on the role and participation of legislative, executive, and judicial bodies and independent oversight institutions in strengthening democratic constitutional governance and protecting fundamental rights.


The conference is organized by the Secretariat of the State Great Khural and the Parliamentary Research and Development Institute, in cooperation with the Research Center of the Constitutional Court, the University of Milan, the Italian Republic, the School of Law of the National University of Mongolia (NUM), and the “Chimid” Foundation.
