'Voyager Transparency' AI Platform to Enhance Government Transparency, Open Data Use

Ulaanbaatar, December 24, 2025 /MONTSAME/. On December 22, 2025, the Ministry of Justice and Home Affairs of Mongolia hosted a presentation meeting to introduce “Voyager Transparency,” an artificial intelligence-based platform designed to enhance government transparency, the use of open government data, the legal framework, and public oversight.


During the event, the platform’s developers, Ts. Chandman-Erdene and O. Munkhbat, showcased the capabilities and potential positive impact of this AI-driven open data platform to senior ministry officials and exchanged views on its application in the justice and internal affairs sector. 


The Voyager Transparency project is an AI-powered data agent that aggregates open data on budget expenditures and public procurement and presents it to citizens and the public in an accessible, comprehensible format. Using the platform, users can quickly obtain verified information from official sources about government spending, including how public funds are being allocated and used.


At the outset of the meeting, Deputy Minister of Justice and Home Affairs Munkh-Erdene Dembereltseren emphasized that the initiative aligns with the government’s policy to combat corruption and increase transparency in state operations. He underscored the importance of supporting such innovative solutions initiated by young professionals that have demonstrated tangible results and expressed readiness to provide policy support.


The project team noted challenges with current open data platforms, where limited interoperability and difficulties for ordinary citizens in accessing and using data hinder their effectiveness as tools for real oversight. The team also highlighted that AI-based solutions can significantly improve transparency and meaningfully support public engagement.


The platform has already received international recognition, having been selected from among 251 projects across 30 Asia-Pacific countries to receive the “Rising Civic Innovation Award” at the Civic Tech Innovation Challenge on Governance 2025, organized by UNDP in Asia and the Pacific
