Mongolia Ranked at Tier 3 in the Global Cybersecurity Index 2024

The GCI 2024 differs from its 2020 edition by classifying countries based on a five-level tier instead of ranking. In 2020, Mongolia was ranked 120th out of 194 countries with a score of 26.20. In 2024, the country improved its score to 56.36, moving up 17 places to 103rd.
The GCI assessed country-level cybersecurity commitments across five pillars of measurement: legal, technical, organizational, capacity development, and cooperation. The results were presented through a tier-based model.
The countries were classified into five tiers based on their commitment to cybersecurity:
Tier 1- Role Modelling (Score of 95 to 100);
Tier 2- Advancing (Score of 85 to 95);
Tier 3- Establishing (Score of 55 to 85);
Tier 4- Evolving (Score of 20 to 55);
Tier 5- Building (Score of 0 to 20).
In terms of specific pillars of measurement, Mongolia has shown rapid growth in legal, organizational, and capacity-development measures, meeting the average score for the Countries of the Asia-Pacific Region. Particularly in the legal pillar, Mongolia almost reached the maximum score of 20, reflecting its continuous improvement in the legal environment since 2021, including the adoption of the Law on Cyber Security and the Law on Personal Data Protection, along with their accompanying regulations.
Additionally, the implementation of the National Strategy on Cyber Security, the establishment of centers against cyber-attacks and violations, and measures to ensure the cybersecurity of organizations with critical information infrastructure have contributed to the progress in organizational development. In terms of capacity development, projects and programs to improve human resources in cybersecurity and to raise public awareness are actively implemented, according to the Ministry of Digital Development, Innovation, and Communications.
The GCI is a trusted reference that measures the commitment of countries to cybersecurity at a global level, which aims to raise awareness of the importance of cybersecurity and the different dimensions of the issue. This year’s report is the fifth edition of the GCI, with previous editions released in 2014, 2017, 2019, and 2020.
