NEMA Urges Early Preparation for Winter

Ulaanbaatar, August 7, 2025 /MONTSAME/. According to a nationwide general assessment for drought risk, Uvurkhangai, Bayan-Ulgii, Umnugobi, Khovd, and Dornogobi aimags were identified as high-risk for drought.
Out of the 330 soums nationwide, 25 soums are classified as extremely high-risk, while 54 soums are considered high-risk. The National Agency for Meteorology and Environmental Monitoring reports that pasture vegetation growth is poor or below average in 38 percent of the national land and normal in the remaining 62 percent. Given this outlook, Deputy Director and Chief of Staff Colonel of the National Emergency Management Agency (NEMA) of Mongolia, Ts. Ganzorig instructed the Operational Command Team to take early and comprehensive preparatory measures for wintering. During the meeting, updates were presented on the current state of the agricultural sector. Deputy Director Ts.Ganzorig instructed the team to update the drought risk assessment every two weeks, calculate risks based on the latest evaluations, implement responsive measures accordingly, and urgently organize the preparation of hay and fodder reserves in the safety stocks of aimags and soums.
Instructions were given to plan and prepare for seasonal livestock
migrations (otor) in advance, strengthen cross-sectoral coordination, and
ensure unified command and organization in winter preparedness efforts.
