Joint statement issued on deepening Mongolia-China comprehensive strategic partnership

Ulaanbaatar /MONTSAME/ In frames of the state visit of Mongolia’s President to the People’s Republic of China (PRC) on November 9-11, the two countries have released a joint statement on progressing the bilateral comprehensive strategic partnership, in Beijing.

By the joint statement, which has five basic chapters, the sides exchanged views and reached some agreements on the bilateral relations and cooperation in friendly atmosphere, international and regional issues.

The parties expressed the mutual satisfaction with widening of the bilateral comprehensive strategic partnership relations, and noted that new opportunities exist  within the ties thanks to deepening of the mutual political trust and widening of the economic cooperation, humanitarian exchanges.

In accordance with an ideology of the Mongolia-China Treaty of Friendly Relations and Cooperation adopted in 1994, the countries will keep making efforts to boost their ties. They said the Joint Declaration of Comprehensive Strategic Partnership Ties issued last year designed directions of future development of the relations and opened new a chapter of the Mongolia-China relations.

With efforts of the sides, the bilateral cooperation and exchanges have been realized in all spheres under the joint Declaration, and the Mongolia-China relations are running on their best moment. Forwarding of the Mongolia-China comprehensive strategic relations is accorded with interests of the people and will contribute to the global and regional peace and stability, the statement says.

The sides reaffirmed that a boosting of the bilateral friendly relations and cooperation is one of the priorities and strategic directions of their foreign policies, and emphasized that the two countries will respect each other’s way of development under principles of  essential interests such as the sovereignty and territorial integrity. Exploiting their advantages including the bordering of the countries and complementary situation of the economic ties, the two countries will steadily forward exchanges and cooperation in all sectors and will serve for all the best of the two countries’ peoples.

In the political relations, the countries will continue developing their friendly cooperation pursuant to fundamental principles of the 1994 Treaty on Friendly Relations and Cooperation and the 2014 Joint Declaration on Comprehensive Strategic Partnership Relations.

China’s side affirmed that it will respect the independence, sovereignty, and territorial integrity of Mongolia, as well as developmental way chosen by Mongolian people and Mongolia’s nuclear weapon-free status. The Mongolian side affirmed that it will back China’s positions over the policies on Chinese Taipei, Tibet and Xinjiang, maintaining the “One China” policy.

The sides will also strengthen the ties between the legislative bodies, the governments and political parties, and concurred to continue  a mechanism of the strategic talks between the Foreign Ministries in order to deepen mutual trust and strategic conjunctions and to contribute to development of the ties in all sectors.

The sides also will boost the cooperation in defense, combating terrorism and trans-boundary crimes, drugs trafficking, and will fortify the collaboration between localities.

Within the trade and economic cooperation, the countries reaffirmed that an expanding of the win-win cooperation in the trade, investment, and economic spheres is a pillar of the bilateral comprehensive strategic partnership ties. In frames of the middle-term programme on developing the trade and economic cooperation, the countries agreed to promote concrete cooperation, to improve a structure of trades and to augment investments.

The countries will realize a goal to make the trade turnover reach USD 10 billion by 2020. They also reached agreements on realizing big projects for supporting the economic ties, facilitating commerce, construction of new infrastructure, running exhibitions, border cooperation, civil aviation, tourism, agriculture and animal husbandry such as supplying meat to China and developing transit transportation between Asia and Europe through territories of Mongolia.

In addition, China’s side will support Mongolia in using sea ports in northern and northeastern coasts of China to attend external trades, taking into account a landlocked situation of Mongolia.

The countries have agreed to cooperate in realizing several works in environment, ecology, education, culture, sport, humanity and health. For example, they affirmed their aspiration to support the connections in the above sectors and to expand the ties in sport and media.

Mongolia thanked the government of China for giving scholarships to Mongolian students to study in China’s universities and institutes, and congratulated China on winning bids for hosting the 2022 Beijing Winter Olympics and 2022 Hangzhou Asian Games.

The countries will strengthen cooperation in reducing damages of desertification, climate changes, natural disasters, combating forest and steppe fires, utilization and saving water sources.

In frames of the international and regional cooperation, the sides will continue to maintain their tradition of cooperation in international and regional acts. They will continue their cooperation in unified interests within a multilateral mechanism such as the United Nations, ASEM, ASEAN Regional Forum, SCO and the “Great Tumen” Initiative.

The parties will collaborate in the regional stability and security, the global peace and justice by keeping their tradition exchanging information concerning the biggest issues such as reforms of UN Security Council.

The sides will strengthen the connections and regulations for peace and security and developmental activities in Northeast Asia. The Mongolian side will back China’s efforts to resume a course of the Six-Party Talks, whereas the China’s side will support the “Ulaanbaatar Talks” initiative about security in Northeast Asia by the President of Mongolia.

Mongolia expressed thanks to China’s government for supporting Mongolia in hosting the 2016 ASEM Summit and invited China’s high level authorities to participate in the forthcoming Summit.

The countries concluded that the state visit of the Mongolian President to China was fruitful in terms of deepening the bilateral comprehensive strategic partnership relations.

Mr Elbegdorj thanked his Chinese counterpart for the warm audience and invited him to visit Mongolia again. Mr Xi thanked the Mongolian President for the invitation.
