Tuul Highway Tender to Be Announced This Month

Ulaanbaatar, January 6, 2025 /MONTSAME/. Prime Minister of Mongolia Oyun-Erdene Luvsannamsrai, Governor of the Capital City and Mayor of Ulaanbaatar Nyambaatar Khishgee, and relevant ministers visited the construction site for the 32-kilometer Tuul Highway at the outskirts of Ulaanbaatar on January 5, 2025.


As part of the measures to alleviate traffic congestion in Ulaanbaatar, the six-lane Tuul Highway will connect the starting point of the four-lane Nalaikh Road (Bayanzurkh Bridge) to the Safety Circle in Songinokhairkhan district, where the routes branch off to the western aimags of Mongolia.


The project tender will be announced this month, with construction set to begin in April 2025 and completion expected within 24 months.


Once operational, the highway will increase average traffic speed by 13.5 percent and enhance the flow of vehicles heading to Darkhan and Zamiin-Uud. To facilitate a smoother flow, the Tuul Highway will include elevated bridges that prevent level intersections with existing roads, enabling vehicles to bypass the city at speeds of 80–100 km/h without disrupting local traffic.



Prime Minister Oyun-Erdene highlighted, “In 2025, the Government will focus on the development of Ulaanbaatar based on the Regional Development Concept. In this context, a Performance Monitoring Unit has been established. One of the major projects planned in Ulaanbaatar this year is the Tuul Highway, a six-lane horizontal highway designed without traffic lights or intersections. A vertical road will also be built and intersect with the Tuul Highway. The city authorities noted that the construction of the highway will be completed within 24 months. The works include land acquisition, tenders, and investment arrangements. We call the citizens of the capital city for working together to support the development of our city. We will promptly implement measures to resolve the pressing issues of Ulaanbaatar city, such as air pollution, energy shortage, and traffic congestion. To that extent, we also plan to adopt laws to create an enabling legal environment.” 



Mayor of Ulaanbaatar Nyambaatar noted, “Due to the changes made to the Tuul Highway project during the Cabinet session last week, including the expansion from four lanes to six lanes, and more than 13 kilometers of bridge construction, the preparation of tender documents has been delayed for several days. The tender is now scheduled to be announced on January 25, 2025. Under the Public Procurement Law of Mongolia, the bidder with the best performance and lowest price will be selected through a transparent and open tendering. Construction of the Tuul Highway will begin in April 2025. We have already held meetings with domestic steel and cement producers to discuss the materials to be used in the project. Additionally, an exploration of common minerals was conducted near the 52nd Mountain Pass, and the results will be presented to the Cabinet soon. As the Tuul Basin contains many archaeological sites, we will collaborate with scientists from the Mongolian Academy of Sciences to ensure that these sites remain undisturbed. The highway's construction work will not disrupt ongoing traffic."
