Draft new law on state and official secrets submitted
PoliticsUlaanbaatar /MONTSAME/ Last Friday, a bill on state and official secrets was submitted to the parliament Speaker by Ch.Onorbayar, an advisor to the President on human rights and legal policy.
To regulate the relations in protecting state secrets and to make a legal basis for protecting state secrets, the law on state secrets was adopted in 1995. Many changes and reforms have taken place in the social-economic life and in legal system, which made the nowadays system of the state secrets’ protection outdated, so it is important now to renovate the protection, its legal regulations, technical potential and human resources, Onorbayar said.
The bill's seven chapters legalize information and the discretions of relevant organizations and officials concerning state and official secrets after unifying all laws on state secrets and on approval of lists of state secrets. The bill also aims to create the most appropriate regulations in classifying and revealing information, providing citizens with a right to obtain information, to reflect multilateral measures for protecting state and official secrets, and to refine the responsibilities to be imposed upon those violating the law.
