Prime Minister Zandanshatar Presents MP Enkhbayar for Appointment as Minister of Justice and Home Affairs

Ulaanbaatar, October 24, 2025 /MONTSAME/. Prime Minister of Mongolia Zandanshatar Gombojav has presented to the State Great Khural his decision to appoint Member of Parliament Enkhbayar Battumur as Member of Cabinet and Minister of Justice and Home Affairs, in accordance with Article 39, Section 4 of the Constitution of Mongolia and Article 23, Article 1.2 of the Law on the Government of Mongolia.
The Prime Minister noted that he has officially presented the decision to the President of Mongolia. Prime Minister Zandanshatar emphasized that MP Enkhbayar has 27 years of experience in public service, having previously served as Deputy Minister of Justice and Home Affairs from 2016 to 2018 and as Minister of Justice and Home Affairs from 2023 to 2024. With over two decades of experience in legal affairs, he is recognized as a highly qualified professional and regarded as a courageous politician capable of upholding public trust.
“The
Prime Minister exercises the special authority granted under the Constitution,
and I am confident that the Government, working in full composition, will
successfully implement its action plan and fulfill its key responsibilities
with the support of the people and Parliament,” the Premier stated.
Article 39, Section 4 of the
Constitution of Mongolia states, “A member of the Government shall be
appointed, dismissed, and resigned by the Prime Minister upon presentation to
the State Great Khural and the President. A member of the Government shall take
an oath before the State Great Khural.” Therefore, as the Prime Minister’s decision to relieve Munkhbaatar Lhagva from the duties
of Minister of Justice and Home Affairs and appoint
Enkhbayar Battumur to the position has been formally presented to the President and the State Great Khural, the
new appointment will take effect once MP Enkhbayar takes an
oath before the State Great Khural.
