New SICOS Social Insurance System to Be Piloted in 330 Soums

Ulaanbaatar, September 9, 2025 /MONTSAME/. Heads of Social Insurance Departments from 21 aimags and nine districts participated online in an expanded meeting of the Board of Directors of the General Department of Social Insurance on September 8, 2025.


The meeting addressed the first half-year implementation report of the performance plan signed with the Minister of Family, Labor, and Social Protection, the report issued following the audit conducted by the Mongolian National Audit Office, a report on the settlement of claims pursued by the bank receivers at Chinggis Khaan Bank and Capital Bank, and the progress of local inspectors beginning work in the Social Insurance SICOS information system. The Board of Directors instructed that special attention be paid to implementing the findings, official requirements, and recommendations of the audit conducted by the Mongolian National Audit Office and directed a report on their compliance to be submitted by October 1, 2025.


The Social Insurance Department is taking swift measures to collect outstanding Social Insurance Fund claims pursued by the bank receivers at Capital Bank and Chinggis Khaan Bank. As of today, Capital Bank’s appointed receiver has collected MNT 40.2 billion out of MNT 104.2 billion in debt owed to the Social Insurance Fund (MNT 13.8 billion in cash, MNT 26.2 billion in assets), leaving a balance of MNT 64.2 billion. Chinggis Khaan Bank has repaid MNT 16.2 billion out of MNT 103.5 billion (MNT 11.1 billion in cash, MNT 5.07 billion in assets), leaving MNT 87.3 billion outstanding.


To improve the quality and accessibility of social insurance services, the SICOS information system will be introduced in 330 soums this year. Relevant agencies are preparing to launch the pilot implementation of the system in the soums in October 2025. The Head of the General Department of Social Insurance has instructed that those issues arising during this process be identified, resolved, and expedited for official use.
