Parliament Reviews Audit Report on 2026 Budget Draft

Ulaanbaatar, September 16, 2025 /MONTSAME/. The plenary session of the State Great Khural (Parliament) of Mongolia has commenced discussions on the draft Law on the State Budget for 2026.
Auditor General of Mongolia Magnaisuren Sandag presented the audit report on the proposed budget during the Parliament session on September 15, 2025, identifying key issues.
- One of the major concerns highlighted was the simultaneous submission of the draft law on amendments and additions to the 2026 Budget Framework Statement and the Law on Budget Forecast for 2027-2028. According to the Auditor General, this approach undermines the principles and discipline of budget management, diminishing the significance of medium-term fiscal planning. He emphasized the need for greater transparency and consistency in the budgeting process to ensure long-term economic stability.
- Insufficient coordination among central state administrative bodies responsible for drafting the budget and aligning it with national development policies. Discrepancies in estimates and data sources across sectors create a significant risk to the consistency of development policy documents and hinder the full implementation of relevant legislation.
- Budget managers have not effectively aligned programs and their outcomes, especially those funded through current expenditures, with the country’s strategic development plans. This misalignment weakens the effectiveness of budget planning and diminishes the impact of public spending.
- Mongolia’s 2026 budget policy lacks clear plans and measures to finance expenditures and mitigate risks in the event of a revenue shortfall. This gap raises concerns about the government’s preparedness to respond to potential fiscal challenges.
Despite these concerns, the report concluded that the draft budget submitted by the government complies with the special requirements outlined in the Law on Budget Stability. Furthermore, it aligns with the strategic objectives of the 'Vision-2050' long-term development policy, the National Security Concept, and the Government’s 2024-2028 Action Program.
