Minister of Foreign Affairs of Mongolia and Secretary of Foreign Affairs of the Republic of the Philippines Hold Official Talks

Ulaanbaatar, May 20, 2025 /MONTSAME/. At the invitation of Secretary of Foreign Affairs of the Republic of the Philippines Enrique A. Manalo, Minister of Foreign Affairs of Mongolia, Battsetseg Batmunkh is paying an official visit to the Republic of the Philippines on May 18–20, 2025.


On May 19, 2025, Foreign Minister Battsetseg and Secretary of Foreign Affairs Enrique A. Manalo held official talks.


The official talks were held in a friendly and warm atmosphere, with the two sides exchanging views on a wide range of issues related to expanding and deepening traditional bilateral relations and cooperation based on common values​​, including democracy, human rights, and the rule of law. The two parties noted that the relations between Mongolia and the Republic of the Philippines have steadily expanded and developed in agriculture, education, labor, environment, culture, and tourism, and agreed to further enrich and intensify cooperation with trade and economic content.


Minister of Foreign Affairs of Mongolia Battsetseg and Secretary of Foreign Affairs of the Republic of the Philippines Enrique A. Manalo exchanged notes to implement an English language training program funded by the Philippines to train young personnel in Mongolian rural areas and strengthen the capacity of civil servants. Foreign Minister Battsetseg underscored that the exchange of notes on implementing English language training programs to strengthen the capacity of rural communities with the investment of the Philippines, as the launching of introducing the Philippines' regional development experience in Mongolia, is of great importance in supporting the long-term development goals of the region. Secretary of Foreign Affairs Enrique A. Manalo emphasized that this first official visit by a Mongolian Foreign Minister to the Philippines elevates the two countries’ traditional friendly relations to a new level. 


The Foreign Ministers concurred that the active cooperation in the opening of direct flights between Ulaanbaatar and Manila, based on the Agreement on Air Services between the two countries, which would expand trade and economic cooperation, and strengthen people-to-people relations, will greatly contribute to determining the prospects for the next 50 years of cooperation. The two sides agreed to intensify cooperation under the “Food Supply and Security” and “Healthy Mongol” National Movements initiated by the President of Mongolia, using the advantages of the two countries, as well as to conclude a Memorandum of Understanding between the Ministries of Agriculture in the near future.


Minister Battsetseg stated that the conclusion of a Memorandum of Understanding on Cooperation in the Labor Sector is essential for the mutual supply of professional labor that meets the needs of the labor markets of the two countries and for strengthening the legal basis for protecting the legitimate rights of citizens working abroad. The parties confirmed that the countries will continue to develop cooperation within the framework of the UN and other international organizations.


The Philippines highly appreciated Mongolia’s efforts to strengthen regional dialogue and expressed its continued support for Mongolia’s goal of becoming an ASEAN dialogue partner. The Philippines also expressed its support and participation in the Forum for East Asia and Latin America Cooperation (FEALAC) and the 10th Ulaanbaatar Dialogue on Northeast Asian Security, which will be held in Ulaanbaatar this year.
