Performance Monitoring Unit to Intensify Efforts to Address Ulaanbaatar's Pressing Issues
PoliticsUlaanbaatar, January 13, 2025 /MONTSAME/. A meeting of the Performance Monitoring Unit under the Prime Minister of Mongolia to implement projects and measures to reduce air pollution and develop infrastructure in Ulaanbaatar City was held on January 11, 2025.
The meeting discussed projects and programs being implemented to mitigate traffic congestion, smog, and air pollution. First Deputy Governor of the Capital City in charge of the Economic Development and Infrastructure Davaadalai Tumendalai and Deputy Governor of the Capital City in charge of the Social Sector, Green Development, and Air and Environmental Pollution Amartuvshin Amgalanbayar presented the progress on these measures.
In Ulaanbaatar City, 22 projects are planned to be realized in 2025-2028 to address the root causes of the capital’s pressing issues. This year, feasibility studies and tenders for projects including the Ulaanbaatar Metro, Ulaanbaatar Tram, Tuul Highway, and New Ring Road will be conducted, with construction work set to begin. Specifically, the tender for the Ulaanbaatar Metro project will be held in March 2025, and construction will begin in September, whereas the tender for the Ulaanbaatar Tram project will be announced in June, with the first tram line expected to be operational by 2028. With the completion of the Tuul Highway and the Ring Highway, traffic levels in Ulaanbaatar are projected to reach the levels of 2008 and 2009.
Efforts are made to establish green zones, upgrade exhaust filters of heating boilers and thermal power plants, and reduce vehicular air pollution. For instance, areas such as Moscow micro-district, Bayankhoshuu, Khutul, 3rd and 4th microdistricts, the area around the northern hillock of Maternity Hospital, Khailaast, Denjiin Myanga, 32nd roundabout, Mamba Datsan, and Dari Ekh area will be included into the green zone, which is expected to reduce air pollution by 15 percent. Works on connecting households in the green zones to liquefied gas lines will begin this month. Public transportation will also be switched to electricity and liquefied fuel, with tenders to be announced next month.
In connection with the presentation, Prime Minister of Mongolia Oyun-Erdene Luvsannamsrai reminded officials to avoid using different terms such as lignite, refined fuel, blue coal, gas fuel, and green coal, and to adopt a unified terminology. The Premier also instructed officials to prioritize projects to be implemented in the Capital City, clearly determine their results, and align them with the General Development Plan of Ulaanbaatar until 2040.
The Head of the Government of Mongolia emphasized that the Performance Monitoring Unit (PMU) should be under constant operation. The Premier instructed Head of the Cabinet Secretariat Uchral Nyam-Osor, Head of the 20-Minute City National Committee Erdeneburen Ravjikh, and Governor of the Capital City Nyambaatar Khishgee to improve the coordination and functions of the PMU. Additionally, the Premier instructed the members of the PMU and relevant ministers to determine the legal framework for the implementation of these projects and programs to be implemented in the Capital City and to present them to the Cabinet for approval.
