Policy Reforms in Family, Labor, and Social Protection of Mongolia for 2024–2028 Introduced

Ulaanbaatar, May 20, 2025 /MONTSAME/. Minister of Family, Labor, and Social Protection of Mongolia Enkh-Amgalan Luvsantseren held a meeting with the Ambassadors Extraordinary and Plenipotentiary of the European Union Member States to Mongolia on May 19, 2025.


At the meeting, Minister Enkh-Amgalan presented the planned policy reforms in the areas of family, labor, and social protection for 2024–2028. Human development is one of the four main priorities of the Government of Mongolia. Regarding this, the Government aims at reducing unemployment and poverty by half and increasing GDP per capita to USD 10000.


To achieve these goals, key sectoral laws, including the Law on Family, the Law on Social Protection, the Law on Labor, and the Law on Occupational Safety and Health, along with legislation on pension reform, are being revised and prepared for submission to the State Great Khural (Parliament) of Mongolia. The reforms seek to better target social protection benefits, support employment, and establish a unified, data-driven information system to ensure more effective and efficient delivery of social services.


The Ambassadors inquired about the measures being undertaken to improve childcare services for children aged 0–2 in rural areas, promote women’s employment, enhance access to mortgage loans, and support citizens returning to Mongolia after studying abroad.


In response, Minister Enkh-Amgalan noted that Mongolia is advancing women’s employment through the development of a care economy, channeling funds from the Savings Fund of the Chinggis Khaan Sovereign Wealth Fund into mortgage financing, and working to improve loan accessibility.
